Notice of Prequalification for the Framework Tender for the Construction of Suzhou Talesun 2018 Photovoltaic Poverty-Alleviation Power Station Project

Suzhou Talesun Photovoltaic Technology Co., Ltd. intends to conduct a domestic open tender for the construction of its 2018 photovoltaic poverty‑alleviation power‑station project and hereby invites interested potential bidders (hereinafter referred to as “Applicants”) to submit applications for prequalification. The relevant details of the tender are hereby announced as follows:

1. Project Overview and Scope of Tender

1.1 Project Scale: 22.5 MW (9 village sites);

1.2 Construction Address: Taobei District, Baicheng, Jilin Province

1.3 Scope of Tender: This tender invites bids for the construction contracting of electromechanical installation works and civil engineering works within the array area, excluding external line connection and the corresponding terminal bay works. The specific scope is as follows:

Construction works in the solar array area encompass the following scope: construction of access roads, preliminary site grading, cast-in-place pile installation, substation foundation construction, perimeter fencing, and construction of temporary access roads. Additionally, this scope includes the installation of all equipment within the site (excluding substations), cable laying, and commissioning activities—such as mounting support structures, installing and commissioning electrical components like modules, combiner boxes, and inverters, laying all cables, performing wiring (including video surveillance cables, communication cables, and fiber‑optic splicing), and carrying out fire‑stop sealing. It also covers area, equipment, and facility signage, as well as lightning protection and grounding works. In this contract package, with the exception of major equipment and materials provided by the employer, all other auxiliary materials shall be supplied by the contractor.

2. Applicant Eligibility Requirements

2.1 Units registered in the People’s Republic of China in accordance with the Company Law of the People’s Republic of China, possessing legal person status and capable of fulfilling the requirements of this project.

2.2 Requirements for the applicant’s construction qualifications in this tender:

Must hold a Grade III General Contracting Qualification for Mechanical and Electrical Engineering Construction, or a Grade III or higher General Contracting Qualification for Power Engineering Construction; must possess a valid Safety Production License.

The aforementioned qualification documents must be submitted in their original form for verification during the bidding phase.

2.3 This project does not accept consortium bids.

2.4 The applicant shall possess adequate capabilities in terms of personnel, equipment, and financial resources. Priority will be given to applicants with proven experience and a track record in the construction of photovoltaic poverty‑alleviation projects.

2.5 The project manager at the construction site must hold a Grade-II Construction Engineer Professional Qualification Certificate, have experience in organizing and executing large-scale photovoltaic power plant projects, and serve as the primary person responsible for project management. All technical personnel, quality inspectors, safety officers, and other staff assigned to the project site must possess the relevant job-specific certificates.

2.6 The applicant shall hold a business license that has passed the annual inspection, and the company must be an independent legal entity.

2.7 Registered capital of RMB 10 million (or the equivalent in foreign currency) or more.

2.8 The bank has a good credit record and sound financial condition.

2.9 The applicant shall have a good commercial reputation and track record, with no history of improper contract performance, adverse litigation, violations or penalties in tendering activities, substandard construction quality, or wage arrears to migrant workers, among other matters.

2.10 Subcontracting is not permitted in this tender.

3. Qualification Pre‑screening Method: This qualification pre‑screening will be conducted on a pass/fail basis.

4. Submission of Prequalification Application Documents

4.1 Deadline for submission of prequalification application documents: 17:00 (Beijing Time), February 9, 2018.

4.2 Submission Method for Prequalification Application Documents: Telephone registration, followed by submission of either hard copies or electronic files via email.

4.3 The tenderer shall not accept any prequalification application documents submitted after the deadline.
