Talesun Power 2018 Annual Notice on Prequalification for the Tender of Equipment for 1.5 GW Grid-Connected Photovoltaic Power Plants

1. Tender Conditions: Jiangsu Talesun Power Technology Co., Ltd. intends to conduct a tender for the procurement of equipment for its 2018 1.5 GW grid‑connected photovoltaic power plant project and hereby invites interested potential bidders (hereinafter referred to as “Applicants”) to submit applications for prequalification. The relevant details of the tender are as follows:

2. Project Overview and Scope of Tender

2.1 Project Scale: 1.5 GW (distributed nationwide)

2.2 Scope of Tender:

Equipment for solar photovoltaic power plants includes: solar PV mounting structures; inverters (centralized and string types); 35 kV (10 kV) packaged substations; static var generators (SVG) for dynamic reactive power compensation; prefabricated switchgear stations (containerized, with primary and secondary equipment); and solar PV modules.

2.3 Project Duration: Construction is scheduled to commence in February 2018 and be completed in January 2019, with a total duration of 12 months.

3. Applicant Eligibility Requirements

3.1 Bidders must possess the independent capacity to enter into contracts and fulfill contractual obligations; bidders shall specify in their application the scope of equipment for which they are bidding.

3.2 Possesses the specialized technical expertise and qualifications necessary to fulfill the contract, maintains robust after-sales service capabilities, and has the capacity for cross‑regional supply and distribution.

3.3 The bidder has a sound credit record, a healthy financial position, and sufficient working capital to fulfill the supply obligations for the goods under this tender.

3.4 Possesses a good commercial reputation and track record, with no history of poor contract performance, no adverse litigation records, and no record of penalties imposed for violations in tendering and bidding activities.

3.5 Possesses domestic actual supply performance over the past three years (2015–2017) and has application cases involving photovoltaic power plants with a capacity of 10 MWp or greater.

3.6 The bidder shall have its own manufacturing facility and after-sales service team; the agent company must possess an authorization certificate and other relevant documentation.

3.7 Production and Supply Capacity: The supplier shall be capable of simultaneously delivering to five photovoltaic power plants, each with a capacity of 5 MWp or greater, within one month, and shall provide relevant supporting documentation.

3.8 The bidder’s equipment shall have no adverse operational history in domestic photovoltaic power‑plant projects; no record of substandard after‑sales service; and no technical or commercial conduct deemed irresponsible by the project owner.

3.9 Possesses a comprehensive quality management system;

3.10 Two or more enterprises (companies) whose legal representatives are the same person; a parent company, its wholly owned subsidiary, and its controlling company; or two or more enterprises (companies) that have either a direct or indirect controlling relationship with one another. If any of the aforementioned circumstances apply, only one of these enterprises (companies) may register to participate in the tender. In the event that both a parent company and its subsidiary register simultaneously, the procuring entity reserves the right to either allow the parent company to bid for this project or reject its bid.

3.11 This tender does not accept consortium bids.

3.12 Equipment within the scope of this tender shall not be outsourced for manufacturing.

4. Qualification Pre‑screening Method: This qualification pre‑screening will be conducted on a pass/fail basis.

5. Submission of Prequalification Application Documents

5.1 Deadline for submission of prequalification application documents: 17:00 on January 17, 2018.

5.2 Submission method for prequalification application documents: Sign, affix the official seal, scan the document, and send it via email to the designated mailbox.

5.3 The tenderer shall not accept any prequalification application documents that are delivered late or not delivered to the designated location.

Note: Companies that participated in the 2017 equipment tender for the ZhongliTalesun Photovoltaic Grid-Connected Power Station project are required to complete only Form 1 of the prequalification questionnaire.

Companies that have not previously participated in the Zhongli Talesun equipment tender are requested to submit detailed prequalification documents.
