In September 2017, the State Council issued the “Decision of the State Council on Cancelling a Batch of Administrative Licensing Items” (Guofa [2017] No. 46), which abolished the administrative licensing requirement for the acceptance inspection of soil and water conservation facilities in production and construction projects, replacing it with a system whereby project developers independently carry out such acceptance inspections in accordance with relevant requirements. In accordance with the provisions of the aforementioned documents, Jiaozuo Zhonghui Photovoltaic Power Generation Co., Ltd. independently conducted the acceptance inspection of the soil and water conservation facilities for the 50 MW agrivoltaic photovoltaic power project in Macun District, Jiaozuo City. Our company commissioned Henan Huishui Engineering Technology Co., Ltd., the entity responsible for preparing the acceptance report for the project, to complete the “Acceptance Report on Soil and Water Conservation Facilities for the 50 MW Agrivoltaic Photovoltaic Power Project in Macun District, Jiaozuo City,” while Henan Liancheng Soil and Water Conservation Technology Co., Ltd. prepared the “Summary Report on Soil and Water Conservation Monitoring for the 50 MW Agrivoltaic Photovoltaic Power Project in Macun District, Jiaozuo City.” On March 1, 2018, an independent acceptance meeting was convened in Macun District, Jiaozuo City, at which a Soil and Water Conservation Facilities Acceptance Group for the project was established. The group comprised representatives from the project’s implementing entity, Jiaozuo Zhonghui Photovoltaic Power Generation Co., Ltd.; the report‑preparing unit, Henan Huishui Engineering Technology Co., Ltd.; the monitoring agency, Henan Liancheng Soil and Water Conservation Technology Co., Ltd.; the principal supervision firm, Changzhou Zhengheng Electric Power Engineering Supervision Co., Ltd.; the principal design firm, Qinghai New Energy (Group) Co., Ltd.; as well as the construction contractors, Gansu Hailin Electric Power Engineering Co., Ltd. and Yixing Tongfeng Construction and Installation Engineering Co., Ltd. The acceptance group concluded that, throughout the implementation of the 50 MW agrivoltaic photovoltaic power project in Macun District, Jiaozuo City, the requirements set forth in the soil and water conservation plan and the relevant approval documents were largely fulfilled; the tasks of preventing and controlling soil erosion were essentially completed; and the indicators for soil and water conservation met the target values specified in the plan, thereby satisfying the conditions for facility acceptance. The group unanimously agreed to pass the acceptance of the soil and water conservation facilities for the 50 MW agrivoltaic photovoltaic power project in Macun District, Jiaozuo City. Following the review by the acceptance group and the deliberations of the meeting, the “Certificate of Acceptance and Appraisal for the Soil and Water Conservation Facilities of the 50 MW Agrivoltaic Photovoltaic Power Project in Macun District, Jiaozuo City” was issued.
