On January 18, 2018, Hualong County Zhonghui Photovoltaic Power Generation Co., Ltd. convened an acceptance meeting for the Xiongxian 4.5 MW photovoltaic poverty‑alleviation grid‑connected power generation project. (the construction contractor), Guangzhou Huanfa Environmental Engineering Co., Ltd. (the environmental impact assessment agency), Qinghai Haoyang Engineering Technology Consulting Co., Ltd. (the acceptance survey agency), as well as two experts (whose names are listed below).

The meeting was attended by representatives from Hualong County Zhonghui Photovoltaic Power Generation Co., Ltd. (the project developer), Qinghai New Energy (Group) Co., Ltd. (the design firm), Anhui Zhonghui Construction Investment Co., Ltd. (the construction contractor), Guangzhou Huanfa Environmental Engineering Co., Ltd. (the environmental impact assessment agency), Qinghai Haoyang Engineering Technology Consulting Co., Ltd. (the acceptance survey agency), as well as two experts (whose names are listed below).
The acceptance team heard a report from the project’s environmental impact assessment agency on the implementation of environmental protection measures and conducted an on-site inspection of their compliance. Following careful deliberation, the team formulated inspection findings and issued corrective action requirements. As of January 18, all required rectifications have been completed. Based on our company’s self‑inspection, we conclude that this project meets the conditions for environmental protection acceptance. In accordance with the Regulations on the Administration of Construction Projects and the relevant provisions governing enterprise‑conducted acceptance, we hereby set forth the following acceptance opinion:
I. Basic Project Information
The Xiongxian 4.5 MW photovoltaic poverty‑alleviation grid‑connected power generation project of Hualong County Zhonghui Photovoltaic Power Generation Co., Ltd. is located in Qidaji Village, Xiongxian Tibetan Township, Hualong Hui Autonomous County. Construction commenced in May 2017 and was completed and commissioned in October 2017. The project has a total installed capacity of 4.5056 MWp, utilizing polycrystalline silicon solar modules with a rated power of 320 Wp each. A total of 88 string inverters, each rated at 50 kW, have been deployed. The system employs a modular generation and centralized grid‑connection scheme. The photovoltaic module arrays are mounted in a fixed configuration, with an array tilt angle of 23°.
The 4.5056 MWp solar array consists of 704 polycrystalline silicon sub‑arrays, each rated at 6.4 kWp; each 6.4 kWp sub‑array is formed by connecting 20 320 Wp solar modules in series. The grid‑connected photovoltaic power plant comprises four 1.1264 MWp generation units. Each 1.1264 MWp unit includes 176 PV arrays, 22 string inverters rated at 50 kW each, and one 10 kV step-up transformer. The four generation units are stepped up via their respective transformers and then integrated into a common switchgear cabinet; at the 10 kV side, they are T‑connected to a 10 kV distribution line through a single 10 kV outgoing circuit.
II. Implementation of Environmental Protection Measures
The project has implemented the environmental impact assessment system. In accordance with the relevant provisions of the Environmental Impact Assessment Law of the People’s Republic of China and the Regulations on the Administration of Environmental Protection for Construction Projects, Guangzhou Huanfa Environmental Engineering Co., Ltd. was commissioned to prepare the “Environmental Impact Report Form for the Xiongxian 4.5 MW Photovoltaic Poverty‑Alleviation Grid‑Connected Power Generation Project of Zhonghui Photovoltaic Power Generation Co., Ltd. in Hualong County.” On March 20, 2017, this report received approval from the Haidong Municipal Environmental Protection Bureau, as documented in Document No. Donghuan [2017] 59. Subsequently, in November 2017, Qinghai Haoyang Engineering Technology Consulting Co., Ltd. was engaged to prepare the “Completion Environmental Protection Acceptance Investigation Report Form for the Xiongxian 4.5 MW Photovoltaic Poverty‑Alleviation Grid‑Connected Power Generation Project of Zhonghui Photovoltaic Power Generation Co., Ltd. in Hualong County.” Based on the investigation report and on-site inspections, it is evident that:
① Ecological Environment: The construction of the project and the increase in human activities will inevitably cause damage to the existing ecological environment. For this project, 4,882 m³ of earthwork has been excavated and 4,710 m³ has been backfilled; the remaining excavated soil is being used for constructing internal access roads and leveling the site. Through the implementation of various environmental protection measures, such as vegetation restoration and landscaping, the project area will develop a well‑balanced artificial ecosystem, with an increased diversity of plant species and expanded coverage, achieving a vegetation cover of approximately 20%. The terrain within and around the project area consists of grassland and is located far from residential areas, so no resettlement is required. No nationally protected flora or fauna have been identified within the project area, and there are no environmentally sensitive targets in the surrounding region. During both the construction and operational phases, a range of effective environmental protection measures have been adopted, thereby minimizing the project’s impact on the surrounding ecological environment.
② Acoustic Environment: The project is located at a considerable distance from the urban area, ensuring that construction activities do not disturb local residents. During the operational phase, the primary noise source is the generator sets; the noise emissions comply with the Class 1 limit specified in the “Industrial Enterprise Boundary Noise Emission Standard” (GB 12348–2008), resulting in minimal impact on the surrounding environment.
③ Solid waste: The operation and maintenance company procures waste bins and arranges for their periodic collection by dedicated vehicles, transporting the waste to the Xiongxian Township landfill. This ensures that no unauthorized dumping of solid waste occurs around the power station, thereby reducing the breeding of mosquitoes and flies. A temporary storage facility for hazardous waste has been established; used electronic components are temporarily stored there before being collected by Qinghai Desheng Huaneng Technology Co., Ltd., thus preventing secondary environmental pollution.
④ Water Environment: During the project’s operational phase, with a staff of four, the amount of domestic wastewater generated is minimal. This wastewater will be used for irrigating vegetation around the site, and a dry toilet will be constructed; the resulting fecal matter will be applied as fertilizer to the surrounding farmland, thereby minimizing environmental impacts.
III. Acceptance Conclusion
The project has effectively implemented national environmental protection policies, and during construction, the “three simultaneous” environmental protection measures were duly applied, resulting in minimal impacts on the surrounding environment from pollutant emissions. The company has established comprehensive environmental management systems and maintains robust documentation for environmental compliance; the project meets all requirements for environmental protection acceptance. At present, the project has successfully completed its environmental protection completion acceptance and is now ready to commence formal production.
IV. Recommendations and Requirements
1. Continue ecological restoration of exposed soil surfaces to prevent soil and water loss.
2. The accident oil sump of the pad-mounted substation shall be equipped with rainproof measures to prevent rainwater from entering the sump.
3. During the operational period, hazardous waste shall be managed in strict compliance with the “five‑part manifest” system; a ledger for hazardous waste disposal shall be established, and hazardous waste shall be disposed of in accordance with applicable regulations.
4. Develop an emergency response plan for the oil containment sump to prevent waste oil leakage.
