Recently, Zibo City held its 2020 on-site review and evaluation meeting on economic and social development. Shandong Talesun New Energy Technology Co., Ltd. (hereinafter referred to as “Shandong Talesun”), with its 5 GW high-efficiency photovoltaic module project designated as a key demonstration initiative, welcomed a delegation of leaders—including Jiang Duntao, Secretary of the Zibo Municipal Party Committee; Ma Xiaolei, Deputy Secretary of the Zibo Municipal Party Committee and Acting Mayor; Zhu Zhenglin, Secretary of the Linzi District Party Committee; and Song Lei, Acting District Chief of the Linzi District People’s Government—on an inspection and research visit. Song Lei, Acting District Mayor of the People’s Government of Linzi District, Zibo City, Shandong Province, presented a project report on Talesun New Energy’s 5 GW high-efficiency photovoltaic module project. Shandong Talesun New Energy Technology Co., Ltd., established on October 9, 2019, was founded with investment from Suzhou Talesun Photovoltaic Technology Co., Ltd. The 5 GW high-efficiency photovoltaic module project is planned to require a total investment of RMB 2 billion, occupy approximately 170 mu of land, and feature a total planned building area of 68,236.53 square meters. The project will primarily develop production capacity for high-density encapsulated modules, including non-destructive dicing, multi-busbar, fine-pitch, bifacial, double-glass, and large‑wafer technologies. Upon full completion, it is expected to generate an annual output value of RMB 10 billion and annual taxes and profits of RMB 200 million. The parent company, Zhongli Group, is a nationally recognized key high-tech enterprise with strong capabilities, ranked among China’s Top 500 Enterprises, and listed on the A-share market. This project serves as a quintessential example of Linzi District’s business‑driven and service‑oriented investment promotion strategy, embodying the “Zibo Speed” and “Zibo Efficiency.”

During the field visit, Jiang Duntao, Secretary of the Municipal Party Committee, toured the high-efficiency monocrystalline module production workshop at Shandong Talesun, gaining an in-depth understanding of the manufacturing processes and technological innovations behind its monocrystalline modules, and engaged in cordial discussions with management and technical personnel. President Wang Guowen provided a brief overview of the production and operational status of Shandong Talesun 5 GW high-efficiency photovoltaic module project base, and highlighted Talesun advanced half-cell technology for large‑size wafers as well as its automated production lines.

In his report, President Wang Guowen stated: “This project will leverage Talesun Photovoltaic’s patent advantages, technological breakthroughs, comprehensive management expertise, and established market channels to build a world-class, high-efficiency photovoltaic module manufacturing base in Linzi District. The facility will be capable of producing today’s mainstream 182‑mm and 210‑mm series high‑efficiency modules, with all production lines compatible with both single‑sided and double‑sided modules, thereby meeting diverse customer requirements.”

Following the observation session, Municipal Party Secretary Jiang Duntao stated that Linzi District of Zibo is vigorously implementing an innovation-driven development strategy, working wholeheartedly to advance high-quality development and the transition from old to new growth drivers, while focusing on green innovation and cultivating high‑quality projects. As a key sector of the new energy industry, the photovoltaic sector not only delivers significant economic value but also yields substantial intangible environmental benefits. He expressed the hope that Talesun Photovoltaic will continue to uphold the spirit of hard work and pragmatic action, steadily strengthening its core competitiveness. Relevant municipal departments will also create a more favorable policy environment to support enterprises in growing stronger and larger.

Looking ahead, Talesun Photovoltaic will focus on industrial innovation, strengthen its capacity for independent R&D, and pursue targeted initiatives to accelerate the development of a fully integrated, end-to-end value chain encompassing R&D and design, manufacturing, inspection and testing, project development and installation, as well as sales and services. By doing so, it will ignite a new engine for high-quality growth, create fresh competitive advantages and inject new momentum into Linzi District’s pursuit of leapfrog, breakthrough development, while fostering synergy and actively aligning with the district’s new development paradigm.
